Atmosphere: 2 Stars
The actual building is themed like a quaint New England fish eatery. Unfortunately, there aren't a lot of places to sit if you want to eat near it. The few places to sit have great views of the Rivers of America and often the Columbia when it is docked.
Food Quality: 3 Stars
Although the bread bowls with soup are very similar to what you can get at Pacific Wharf Cafe in DCA, there are some unique offerings at the Harbour Galley. The shrimp salad, tuna salad, and lobster rolls are not offered many other places in all of Disneyland, so if you're a seafood lover you will enjoy the light quick options here. If you don't like seafood, you will want to go somewhere else.

Even with a limited menu, the meal options are not very expensive. You can have the main dish itself for $9-11, and often with limited edition specialty drinks added to that, the meals are quite reasonable, but not very large for even what little you pay.
