Atmosphere: 3 Stars
I've already said it, but "eclectic" is the best word to describe the decor of the restaurant. It's a sort of modern old-world chic that really works. The best part of the atmosphere is not on the walls, however, it's out the windows. The Catal Restaurant is entirely on the second floor so you have great views of Downtown Disney and can even see the Matterhorn and the spires of Space Mountain from your table. At night you can look out on the lit walkways below and truly feel the downtown part of the Downtown Disney experience.
Food: 4 Stars
The food is entirely unique. Drawing inspiration from classic Spanish dishes, the menu is a good blend of modern American cuisine and slightly more exotic dishes. At once you can find steak, pork chops, and burgers as well as paella, suckling pig, and oxtail (which is quite tasty, by the way). Even if you're not the adventurous type you can find something you'll love there.
Value: 3 Stars
This is technically the "fanciest" restaurant in Downtown Disney, though still very casual, so you might be surprised to learn that meals are comparable in price to the Blue Bayou. You can spend as much as $46 or as little as $26 for dinner, which is really quite reasonable considering the quality of the place. I was a little upset that it took us so long to try it because we know we'll come back again! Spice things up and go a little Spanish when you visit!
